Recently, the Ministry of Labor and Social Welfare (MLSW) has undertaken many reforms in the Public Employment Services (PES) in Kosovo, oriented to the needs of clients. One of these reforms is the establishment of the Employment Agency of the Republic of Kosovo (APRK). With the establishment of the Employment Agency for the Republic of Kosovo (APRK), public employment services are allocated by the MLSW, in order to manage the labor market and implement employment and vocational training policies.

MLSW in this new context is responsible for drafting employment and vocational training policies, while APRK organizes and coordinates the annual planning of activities and initiatives for the implementation of annual employment and vocational training policies drafted by MLSW. ja. For this purpose, MLSW has drafted a three-year policy document which has set its strategic priorities, which presents the framework of work within which APRK operates. In the framework of this policy document for PES, MLSW has identified 4 main policy objectives for APRK for the period 2016-2018:
